Effect
Target a location and channel for 1.5s to direct raccoons to steal items and gold from anything and anyone in the area.
Notes
- Robber Raccoon can pull items out of vaults without unlocking them.
- Steals 50% of a Hunter's gold.
- Cannot steal powers or equipment from Hunter inventories.
