Shops are marked Points of Interest 
that can be visited to trade gold 
for various resources.
Shops can also be found at the top left of each basecamp. Basecamp shops do not contain regional powers.
They can be affected by the Storm Shift Luxury Goods, making a single luxury item available for 4,000 gold.

Regional Powers
Shops that are fixed on the map (not basecamp shops) also contain a set of regional powers.
